Suppose you want to take a scientific poll about people’s opinion on a new boating law for Lake Blue. Who should make up your universe—all the people in the United States, only townspeople, only boat owners, only people who live on the lake, anyone who uses Lake Blue, or some other group? Support your decision.
 
It should be a statistically significant random sample. While randomly testing townspeople might be the way to go, you may also want to include random people in the U.S. (although their lack of knowledge/interest on the law may skew the results). Basically, to prevent bias, use a random combination of all the groups you mentioned to make up your universe.
