easiest thing to do for my rims?

recently just bought a used car that has nice rims on it there pretty messed up so instead of getting them re-dipped and done in chrome again, i was thinking of sanding them down and doing it myself and painting them a nice shiny black probally be easier and cheaper or find a place that can do it for a cheap price any suggestions on what i should do the easiest and cheapest way i appreciate it thanx
