E Brake won't fully Disengage (2000 Honda Civic SI)?

I have been having a problem with my e brake not fully disengaging, I press the button lower the handle and can feel when it gets towards the bottom (fully disengaged position) the handle gets a little loose and normally you can feel a little pressure all the way down.

Today I was driving back to work from lunch and all of the sudden I heard a pretty loud noise coming from my rear passenger side tire like the brake was still on and when I parked I smelled a burning smell like brake pad burning. So I put the e brake all the way down and tried to rock the car but it wouldn't go it seems that the e brake is still on not fully but enough to where I can't rock the car.

Any Ideas? Suggestion? or ways to get the e brake to disengage so I can drive it home or to a shop?
 
its just an adjustment problem on your rear brakes
take your tires off and find something strong skinny and pointy
there is going to be a long skinny wire like thing that looks like
a paperclip
you can stick the "whatever" in side the whole that is holding the paperclip thing together and move to ither tighten it or losen it

its not a big problem if its not that go to your local mechanic and they can probably fix it for 30$ or less
 
your brake cable is either too tight and needs adjusting or the brake mechanism is rusted or frozen ( Needs lubrication ), and will not release
 
its all adjustment problem what you got, a simple recommendation is check behind the e brake, take the cover apart and you will see it, has a couple of wires, and each one has a nut that's the adjustment what i don't know is if you have to loose it or tigh it up try both and good luck
