Driving to a white line? Go or stop?

[CAKE TIME xD]

There is this rail way intersection, with a white line but no stop signs. Do I stop completely even though there are no trains passing by? I'm really confused because in the rule book it says to stop when you see a white line...but nobody stops before the white line at the traffic lights (unless its red). Do I stop at this rail way intersection?
