doom 3 duct tape mod problem?

ok so i'm new to pc so i don't really get a lot of the tech talk, but this seems pretty straightforward. i'm trying to do a duct tape mod, but when i load my game i still have no flashlight on my weapon. i've done mods before on fallout new vegas, and had no problems at all. i dl'd the mod, put the file in the folder as directed in the readme file, and when i loaded my game the mod was working fine. i did the same thing for doom 3 and it's not working at all. like i said i'm new to pc so it's probably something obvious to anyone who knows what they're doing, but thats not me, and i figure as popular as this mod seems to be, someone will be able to tell me what i'm doing wrong.
