Don't current iPhone users get discounts on new iPhone releases?

I'm considering getting the iPhone 4 at the end of March, but I know that in June sometime, the next iPhone will be coming out.

I can't remember, but when Apple releases a new iPhone, don't current iPhone users get first dibs, and don't they get it for $199?

I can't remember if this is something they do or not?
