Dollar for dollar, cc for cc is there a slower bike than a Harley?

Sorry, but I'm talking out of the crate street bikes so don't tell me about paying premium bucks for a HD and then spending that much more in aftermarket parts and how it will then kick butt....in a straight line.
If it's hard to think of an answer, you are allowed to include mopeds and scooters.
 
You obviously have not ridden a Harley-Davidson.Legends are not determined in seconds but in years.When you go in for an engine over-haul I will stop in too for an oil change and keep on riding.
When you finally do come into the light you will be surprised to see how many beautiful women that are retouching their make-up or hair as you drive by or idle at an intersection.
I raced my Kawasaki, I toured on my Gold Wing, but I lived on my Harley.
