Dogs testicles dry and flaky?

As a responsible mommy, I be sure to examine my little boy (yes, my doggie) every so often to be sure that he is healthy. As I did a body scan I noticed his testicles seem to be darker and they also looked flaky so I felt to see if they were, and they are!
They are very dry and flaky, though good thing he does not seem to have any pain at all.

I've been reading that lots of dogs can get dermatitis (skin condition) because they will tend to lay on them.

Has anyone had/heard of how to treat this?

Could I use aloe Vera or an oatmeal wash??
How could I disinfect without irritating, would witch hazel work?

I guess your dog is a puppy, so the fur hasn't grown on his scrotal sac yet. This can happen if he's been on a hot surface, lying on a warm pavement etc., until the fur grows in to protect this area. I'd suggest you could use something like Vaseline to moisten the area, but that will attract dirt so you'll have to keep it clean. Don't use anything toxic back there as he's bound to lick at it. You vet may have a better solution (literally)!!
