Dogs-how cruel is it to keep a dog in 1 room for most of the day? Shouldn't

all pet owners have gardens? I have a friend who has a dog, and the dog isn't housetrained so in order to keep the house sort of clean, the dog is kept in a room for most of the day.
There is no garden, and the dog is only a puppy. Is this me being nosy and oversensitive, or is this out of order?
Do most dog owners do this?
