Dog's eyes is red and gooey stuff around the outside rim of it?

Lately, past week ive noticed that my yorkie has had gooey yellow and sometimes white stiff around the outside of his eye which is causing him to not being able to open his eyes. The stuff glues his eye shut. I clean it out by using tissue to get it off but last wed I notcied that his eye is red (the white part. Also his eyes only get glued shut when hes sleeping. I notice it right away when he wakes up. Hes only a year old if that helps at all.

Now I know I can take him to the vet BUT we are short on money and my mom said its going to cost at least a $100 to just take him to the vet. So were gonna have to wait until we get some money to take him

-How much is it going to cost? Is $100 around the amount?

-Explain to me what this gooey stuff is that is gluing his eye shut? Its getting inside of his eye also.

-Is there anyway to get a certain product to make this heal up without going to the vet?

This is only to do temporary. When my dog had an eye infection and the vet couldn't see him until the next day he said to use eye drops. This will not correct the problem he needs drops or a cream with medicine in it.
