Dog won't stop whining!!?

I have a 9 month old male Alaskan Malamute. The last week or so he has been whining non-stop, it's driving me insane!! I have let him outside multiple times, so I know he doesn't have to go to the bathroom. If I leave him outside he just howls. If I bring him inside, he whines non-stop and acts like he just wants to go back outside. He is restless and wont lay down or go to sleep. He doesn't act like he is in pain and has had plenty of human interaction today (fetch and other play outside). He has water and has eaten plenty today, what the hell is his issue?! I'm wondering if he smells a female in heat. He is not neutered. Please help, I'm going crazy!
 
He's 9 months old so he is a puppy still. He needs a lot of activity. Try taking him for a couple walks per day to see if that helps tire him out. He needs to be neutered asap as being intact can make him more restless and lead to marking, aggression and risk of testicular cancer. If you can't afford it, google low cost spay/neuter clinic in your area. Often you can get a check up/vaccinations and neuter for a very low price. We have them where I live for under $50 and sometimes free during special events. They also sell heart worm & flea preventative for very low prices. Get him checked at the vet to be sure. Since they can't talk, it's hard to tell what's going on all the time.
 
Any time a dog's behavior changes the first thing to do is rule out a physical problem by a vet visit. What you have described could be caused by any number of ailments. Dogs instinctively hide pain and discomfort. Years ago vets never prescribed pain meds following surgery until someone got the idea that dogs might hide pain. Vet schools put cameras in kennels housing post surgical dogs and found that when there was no one present they would evidence pain by whining and by their movement. When someone came into the kennel they would all be up wagging their tails and acting excited. The result of those studies has been pain meds for even minor ailments that might cause pain, like teeth cleaning even without extractions.
 
Dogs get annoying when they're in heat. Try bathing him. Get a squirter and throw water at him every time he cries. I have a blind dog who suddenly doesn't stop whining though. Check him if he bumps himself a lot, or check if he has something stuck some where.
