Dog obedience problems with leash walking?

About 4 months ago my husband and I adopted an adult dog from a shelter. We've grown to love him very much and he is a really good dog, except for one thing. He can be incredibly stubborn and when we take him outside, he tries to get out of his collar and harness, and he has succeeded many times. Upon getting out of his collar or harness, he trots off, wanting to sniff things. He's very easy to catch, but I'm terrified someday he might go running to the busy road we live on. Also, on top of this, he does NOT listen to the command "come". No matter how much I've tried working on that command, he'll just stand there and stare at you as if he's testing you.

So I obviously need to leash train him and work on some more commands...but we can't afford obedience classes right now since we've spent a fortune on him because he had heart worm when we adopted him, so are there any good books you would recommend or websites or anything?

Also, if it helps, he's about 3 years old, Shepherd and Husky mix and he's not fixed.
