Foster care initially before being adopted out? To be rehabilitated? The guy that did this, they're looking at 18 months in jail. He's giving a huge B/S story how it was all a huge mistake and the dog wouldn't get in the back seat so he put it in the trunk and the dog accidentally jumped out and got dragged by its leash. But anyway, this is the third one around here that I've heard of in two years. Do these dogs need to first be in foster homes to be rehabilitated or can they go directly to being adopted out?
