Something is really bothering me, as I accompanied a friend to the District Magistrates office in Pennsylvania for a friends two traffic tickets. The officer that originally gave him the ticket was not there, but a "stand in" officer. Excuse me, but doesnt the real one have to attend. I remember you would always hope they would not show up so you won by default, which is what should have happened. does this stand in officer suffice legally?
