Does Verizon PTT have an off-network feature like Nextel's Direct Talk?

On out Nextel's we can switch to direct talk and use them off the network. The range is only 2-3 miles, but it is cool because you don't even have to have the phone activated to use it. Do Verizon PTT phones have this?
Thanks for the plethora of answers. I don't know how I can possibly choose the best answer with such great replies.
