Does the UK parliament need to issue an edict of banishment in law to protect UK law and obedience thereof?

here we go then a nice hard question to suit my mood upon being awoken. Should citizens be banished exiled for failure to adhere to the laws of the country in deference to their own laws?

harsh or a step that's needed to protect all citizens from outside influences?
do I? in that case if I did I'd suggest a little amendment to the MC like a shredder, but then I don't.
