does the tank need to be dropped in order to change the fuel pump in a 92 honda accord?

i know the pump is located under the back seat in a honda civic, but my pump went out in my accord and the shop thats working on it said they had to drop the tank to change the pump. I went by the shop today and could see that my back seat was out of the my car. why else would they need to take out my back seat? i think they are trying to scam me on the labor..
