does the t-mobile cliq make phone calls without the 3g network?

i want to use the cliq without getting their web plan. will i be able to use the cliq to text and make phone calls without the 3g network? the reason i don't want the 3g network is because the places i use my phone have a wifi network.
 
You can get the cliq without the internet you just have to pay full retail price for the phone because a contract requires the data service. Also, not all web functions work off wi-fi.
