I have the same problem and it's been annoying to play with the lag. I tweaked the files and it has improved a bit, but not by much. You can try it, but I doubt it will be of any help. You can buy a controller. I use the Logitech Rumblepad 2 to play SC:C, but Ubisoft should've done a better job with the mouse.
1. Go to your Local Disk and click Program Files -> Ubisoft.
2. Ubisoft -> Tom Clancy's Splinter Cell Conviction.
3. src -> system -> Conviction (it's the .ini file)
4. When opening Conviction.ini file, the Notepad will appear. Scroll down and under "[D3DDrv.D3DRenderDevice]," you'll see ::
ReduceMouseLag=False
Replace "False" with "True" so it looks like ::
ReduceMouseLag=True
5. Save and close Notepad.
6. Repeat step 3 but click ConvictionInputs (it's the .ini file)
7. When opening ConvictionInputs.ini file, the Notepad will appear. Scroll down and you'll see ::
MouseX=Axis aMouseX Speed=0.001
MouseY=Axis aMouseY Speed=0.001
Replace the speeds with a higher number. I don't know what's the max, but this is what I put ::
MouseX=Axis aMouseX Speed=100.500
MouseY=Axis aMouseY Speed=100.500
8. Save and close Notepad.
