Someone found property of another student in a birthday card with a nickname (only), in an open area, at school. They were caught on camera taking the said property. Then, they were accused of theft of the property. However, there was no way to directly identify the owner of the card (and property) and they were brought in before the end of the school day. Furthermore, the owner of the property didn't want to press charges. However, the school is pursuing the charges on there own. Since the property didn't belong to the school and the owner isn't involved in the pressing of charges. Then can the school still press charges?
