I'm wondering because my community college in California sends financial aid to student's homes and recently I have been hearing that people are not using their aid money for school. and I was wondering if the president could stop this by making some kind of executive order that forces the money to go to peoples schools.
Does the president have jurisdiction over where/ who financial aid funds go to?
