does the power for a power seat on 95 pontiac gp have to be hooked up to the fuse panel?

This high current accessory has to be run through a relay (that is properly designed) to protect the computer from high voltage shocks. Simple on/off switches induce a high voltage surge,into the entire system, if not properly attended to and ironed smooth. Diode protection is a requirement unless you are building a computer-free baha bug.
 
NO. But you should incorporate a relay and put an inline circuit breaker or fuse into the wiring to the seat. Just in case.
