Does the poor umpiring standards in the past few years distort the ICC rankings?

i have seen that in the past 2-3 years the umpiring standards (specially in Sub-continent) have deteriorated..

My question is, do you think the poor umpiring is the reason for the ranking of a country? or is it deserved?
