Does The NOKIA 6086 need to have a plan to use the built in WiFi?

Would you actually need to have a "Tmobile" service plan first to Use the WI-FI in the NOKIA 6086 ?

cant you just insert an out of use sim card to use it when it says "insert sim" when you turn it on? and use the WIFI without a Tmobile service plan?
