Does the new US Census mean that Republican states are better?

since there was a migration of population from historically democrat states to republican states
that congressional seats were lost in such places as Ohio or Massachusetts
while more seats are given to Utah or Texas

Does that mean more people are moving to a possibly more job opportunity in Republican states?
Are Republican states becoming more desirable than Democrat states?
