I would say yes. The reasons behind the lottery don't really stand up.
1. Myth of tanking-I would say for the most part that claim is untrue. The Cavs this year and the Nets of last year were clearly the worst teams in the league and I doubt if they tanked at any point of the season. In MLB, NFL, NHL the worst team record wise has the first pick for talent and I agree this is how it should be in the NBA.
A draft lottery does not prevent tanking if it does happen. Realistically only teams with the top 5 worst records usually get the first pick. The Bulls who had the 10th most chances and getting D. Rose was an exception. So if teams wanted to tank they would still do it.
2. It is already exciting for the most part seeing who will get number one. A lottery does not make it any more exciting. The goal of the draft should be to improve the weaker teams not to bring excitement to fans of winning teams.
