Does the Motorola Flip Out need a data plan for at&t?

I need a new phone and I have my eyes set out on the Motorola Flip-Out ... I really only need a phone that is great for text messaging and not so much for web browsing .. i really like the new slide feature on the flip out though. But cant afford it if it needs an expensive data plan.
