does the ipod touch 3g come pre-installed with itunes on it?

i dont want to install itunes on my laptop as it branches out to much and wants to be my music player, photo editor, and all that, cause i already have subscribed to players and editors already. what i need to know is if i can purchase apps, and music from my ipod, basically i need full access to itunes, all from my ipod touch 3g. plz answer quickly!
