Does the iPhone 3Gs Provide Free Internet?

Alright. If I bought just the iPhone from like an official store not like some crappy phone store does it provide free internet. So if I bought just the iPhone without a contract or anything but just the device would i still get free internet. And does the iPhone 3Gs come with 8 GB >.<
