Does the current title holder on a car need to be present at a notary for a

title transfer in Pennsylvania? If I purchase a car, and the current owner signs the title, can I take that signed title and the bill of sale to a notary for the title transfer? Or does the current title holder need to be present at the notary for the transfer to take place?
