I think you may mean the Army reserves and the army national guard. There is no such thing as the State army national guard... but the national guard is based in each state. The pay is the same between both services. The difference is that one is federally funded and the other is usually state funded. Both the Army reserves and National guard do not require you to move, unless funding for your position is cut, or your unit is realigned. In those cases you are not required to move.
