Does the 60 days to vacate notice trump the 3 days notice to perform or quit?

My roommate and I moved out of our apartment in November, but kept it because my roommate thought she might move back in. By the time she decided not too, it was cheaper to continue paying rent than it was to pay the fee to break the lease. So, because we haven't been living there, this last month I forgot to pay the water bill (and our lease states that if we don't pay our utilities we'll be evicted).

Because I only go to the apartment to pay the rent on the first, I didn't get the notice that said to pay the water bill in three days or face eviction. They posted a 3 day notice to perform or quit on February 18. I didn't get to the apartment until March 3 to pay the rent and found the notices on the door, along with a 60 day notice to vacate that was left by the manager on February 28.

So I'm confused as to what is going on. Is the 60 day notice to vacate our eviction for not paying the water bill when they gave us the 3 day to perform or quit? Because we got the 60 day notice to vacate 10 days after we got the 3 day to perform or quit, does that supersede the first notice? Which notice should I be following?
