does t-mobile or some other cell phone providers sell unlocked phones?

i live on Guam and all we have is Guam cell and there aren't a lot of phones here
if i were to buy one from like t-mobile could i use it on Guam with a cell plan that is from the local provider??
 
AT&T does call them at 1-800-331-0500 I sold a phone I had with at&t and to a t mobile person and they got the phone unlocked. Ask for sales. The thing is you may not get all services with the unlocked phone.
