does t-mobile dash work without Data Plan?

The lady at the T-Mobile store said that the t-mobile dash phone will not work properly without the Data plan. She said that the phone will reboot itself and all your data will be lost because its an internet based phone. But I've been reading online that as long as you have wi-fi, it still works.

what's the trouble with the phone if you don't buy the Data plan? And how much is the data plan per month?
