The law about the action and the reaction.

A karate chop delivers a force of 3000 N to a board that breaks. The force that the board exerts on the hand during this event is...?

Is the answer supposed to same 3000 N (according to the 3rd law) or is the force the board exerts less than 3000 N (because the board does break, so the karate chop must be stronger for it to break the board).

Can you tell me which reasoning is right and explain it to me?
