Does my school's anti-harassment policy violate my 1st amendment constitutional right?

The High School that I currently attend has instigated a new anti-harassment policy in which it claims the right to punish students for any kind of harassment occurring ABSOLUTELY ANYWHERE against another student. So theoretically, if I go up to another student that I happen to see in Australia, and I say to him, "Wow, you're an idiot!," he can fly home, notify school officials, and have me punished. To me, it seems like that grossly violates my 1st amendment constitutional right. As far as I have seen, there is no state (Pennsylvania) or federal legislation that legalizes this kind of restriction on free speech. So, what I would like to know... If I ever happen to get a little angry at someone, and say something negative to another student, can the school punish me, no matter where it occurs?
