Does my employer have to deduct my insurance from my income on my w2 and include...

...it in box 14? Let me explain. I was doing my dad's taxes and noticed that they didn't deduct the health insurance he paid from his wages, tips and other compensation on his W2. On my W2, the insurance I paid was deducted from my wages, tips and other compensation (box 1) and the amount I paid was listed in box 14 - other. My questions is - if your employer takes money out of your check to pay for health insurance, isn't that pre-tax, meaning it lowers the total wages? It's like that on mine. Why doesn't his company have to do it? He called and the HR person said that she just deducts what she pays from her total wages (box 1). But that's not what's on the W2 so techinically isn't she lying? The past three years my dad has paid $12000 in health insurance and has not had any of that money taken off of his wages. Does that mean he paid taxes on $12000 in income that he didn't have to?
