YES! I have spent weeks trying to figure this out! You need internet on your plan. You cannot add games through usb or the micro sd card or any other way. Go to Phone Uploader and there should be a JAR file uploader. Just put the jar for the meboy game in the uploader, enter your phone number and it will send a link to download this to your phone 
I don't even have a samsung exclaim, but my brother does and it works GREAT especially in portrait! about 20-40fps! Good luck!
