does low air on tires help you to do smaller donuts on a Motorcycle?

my new bike won't steer enough to make 2 donuts to complete the DMV course @ 1 MPH! I need serious help/advice. I know how to lean the bike! It just won't lean and steer at that ridicilously low speed! I need some practical tips not tips from a super cool biker
so will it help if I release some air? my tires are hard like a you know.

Adjust your "bump-stoppers" on each side of your frame below the Headset / Triple clamp. Wind them in which will give you more angle in your steering. Make sure you don't adjust too much or your grips will slap your tank, crushing your fingers!!!
 
at 1mph... you shouldnt be leaning the bike anyway..

so Im guessing you just need lots of practice
