It snows in the winter when it gets cold in "the higher elevations"--they close the roads and folks go out there to throw snowballs. It usually melts within days though. It also snows within driving distance--Tahoe, Yosemite, Shasta, etc. And every once in a while we'll see snowflakes falling past our office windows (in a highrise) but they melt before landing on the ground (too warm at street level). My city might look real pretty covered in snow but it'd be a mess--public transit and traffic would come to a halt cause no one knows how to drive in snow (they are hardly able to drive in rain!). None of our buildings are insulated so cold comes right through the walls.and heating is pretty skimpy. I don't even have cold weather clothes or footwear.
