Does it show more skill using wordpress rather than a normal php site?

for a resource site (graphics, downloads, tutorials etc)
Is it better to use wordpress+own themes, or a ownmade php site?.

Does it give the impression that the owner is more 'skilled' if their site is set out with wordpress?
