Does it matter which doctor I see to check on my penis? Like do I only have

to see a urologist? I am not sure if I have a yeast infection or herpes, they both have very similar symptoms. I have two tiny white spots on the lower side of my penis, and my penis sometimes itches from the inside on that area a little, mostly it itches when I wanna pee, and after I pee it feels a littel better. I am not sure what that is exactly, I wanna see a doctor, but do i have to go to a urologist specfically to find out what's my problem? also, I don't have insurance and nor do I have a lot of money, if i go to a doctor will he/she tell me what's my problem? i am worried they don't know whats the problem for sure, and i end up paying money for nothing.
