Does he like me or is he playing mind games with me?

So Im a cancer woman, and about 4 or 5 months ago, I saw the cutest guy ever, hes a scorpio, that lived in my apartment complex. I finally got the nerve up to give him my phone number and talk to him. Now he texts me often, at first I was the one who text him first, but when I decided to give up and see if he actually liked me, he started texting me first, often! He said that he was open for new friends but wasn't looking for a relationship. Then all of a sudden the text messages were almost happening everyday for a full week, we spent the 4th of July together until 5am in the morning of July 5th. Then one night he starts texting me, normal conversation, then he calls me. Not once but twice. Then he started to tell me something, but then decided that he would "tell me when the time was right." Not sure what that means...but he continued to ask when I was coming back into town, where he lives (since we live 2 hours apart), and then the next day I found out he was drinking and that when he was talking to me he was drunk, lol. So I'm not sure what to think of this....Then he's always texting me asking me what I'm doing and when I'm coming back to see him....It's like he's being possessive lol which is really cute!! I need someone to tell me what this all means..... What should I do??
