Does having a bachelor affect your financial aid?

I have already have a bachelor but I would like to get a certificate in Pharmacy technician. But I was told that the EC was 5500(about). I only make 22000 a year and I was wondering if that fact that I already have bachelor degree affect amount of financial aid that I will receive. Please note that I did not use government loans for my bachelor, my father paid cash.
