does green algae increase the level of oxygen in my fish tanks?

is there a way to tell a difference between algae that's alive and dead?since its a green "plant" like organism,im sure it Photosynthesizes and releases oxygen in water.I've heard that algae make 3/4ths of the worlds oxygen,but i'v also heard that algae is the major sorse of fish dying in ponds and streems.since im not sure which is true,im asking
