Does GM "Paying Back" the Bailout Money Get the Government Out Of the Company?

I think President Obama wants the government to maintain control of GM, so I doubt GM will be able to get the Federal monkey off their back. Does taking money from the biggest loan-shark in the business mean the government will always really own GM?
