Does first time home buyer tax credit applicable to J1 visa holders ?

Hi everybody ..

I am a physician in 2nd year of residency. I still have 3 and half more years left to complete training. I am on J1 exchange visitor visa.

My question is Does first time home buyer tax credit applicable to J1 visa holders ? and what does 8000 $ credit means ? does that mean Govt will return 8000 $ to me in april 20010 ?
