does financial aid cover for only 4 years?

can anyone explain to me how the limit of financial aid works? it doesn't cover forever does it? what happens if you spend 3 years at a community college and more years at a university when you transfer? thanks in advanceee!!!
lots of students in California are saying that. is it true. thanks in advance
