Does everyone notice with the economy sour, people are using scams to make money?...?

Hey i recieved one of those letters today in the mail 9/22/08, is it really a scam? sending those letters out to just about everyone should be illegal if there are no "funds" for us atoll and they are the ones asking us to send them twenty bucks.
