Does eMule or eDonkey affect DSL speed?

We have DSL service (1.5M) at our apartment and two computers connected through a router. I noticed that connection speed on my computer started to slowdown since my roommate started using BT and eMule. Both programs upload and download at a very high speed and Im sure that is why internet slows down on my computer. Am I correct? Or the problem is something else? Thanks
 
I have DSL with emerytelcom.net and my Internet has relay slowed down all my friends say Thar's has slowed down . I have cap lend and was told I was getting the high speed DSL.
